Human Development Index (HDI)

1️⃣ What is HDI?

HDI stands for Human Development Index.

It is a composite index that measures long-term progress in three basic dimensions of human development:

🟢 Health — measured by Life Expectancy at Birth
🟡 Education — measured by:

  • Mean years of schooling (for adults)

  • Expected years of schooling (for children)

🔵 Standard of Living — measured by Gross National Income (GNI) per capita

2️⃣ Who Publishes HDI?

✔ Published annually by the United Nations Development Programme (UNDP)
as part of the Human Development Report.

3️⃣ India’s Latest HDI Rank (2025 Report)

📌 India’s rank: 130th out of 193 countries

India is in the “Medium Human Development” category.

Even though the rank improved slightly from previous years, India still lags behind many Asian peers.

4️⃣ Why HDI Matters for UPSC

✔ Goes beyond GDP — measures human well-being.
✔ Connects economic growth with social outcomes.
✔ Often used in Mains essays on development, inequality & public policy.
✔ Very common for static + current linkage questions in prelims.

5️⃣ HDI — Components in Simple Terms

DimensionIndicator Used
HealthLife Expectancy at Birth
EducationMean years + Expected years of schooling
Standard of LivingGNI per capita

This test is important:
⚠️ HDI is not a measure of happiness or quality of governance.
It measures human capability outcomes, linked to social infrastructure.

6️⃣ Prelims Trap – What HDI Does Not Measure

❌ Happiness
❌ Governance performance directly
❌ Environmental sustainability
❌ Distribution of income or gender inequality (HDI is aggregate)

There are other indices for some of these (e.g., GII, SDG Index).

7️⃣ Linkages with Other Indices

🟡 HDI vs GII (Global Innovation Index)
→ HDI measures human development outcomes.
→ GII measures innovation ecosystem.

🟡 HDI vs SDG Index
→ SDG Index covers many goals beyond health, education & income — poverty, climate, inequality, etc.

8️⃣ Possible Prelims MCQ Themes

✔ Which of the following are core components of HDI?
✔ HDI is published by which organisation?
✔ Which indicator is not part of HDI?
✔ India’s HDI rank interpretation
✔ Difference between HDI & GDP per capita
